Bug description:Wrong sorting in strnatcasecmp for cyrillic letters
Description:

The strnatcasecmp function wrongly sorts strings in Russian, putting all
uppercase letters before lowercase letters.
Test script:

echo strnatcasecmp("alpha", "Beta").PHP_EOL;
echo strnatcmp("алÑÑа", "ÐеÑа")."\t";

Expected result:
