ResourceBundle can't load .dat resource (work with 5.3)



Test script:

$bundle = new \ResourceBundle('fr', __DIR__.'/icudt48l');
var_dump(intl_get_error_message());

Expected result:
----------------
U_ZERO_ERROR

Actual result:
--------------
resourcebundle_ctor: Cannot load libICU resource bundle:
U_MISSING_RESOURCE_ERROR
