Eureka! I had an old php4ts.dll sitting in my windows directory. Once I
replaced that everything is working perfectly!
I've been struggling with this problem all week. Thanks!

You have an old version of php4ts.dll somewhere. Replace it with the
one from the latest cvs snapshot.

I'm using Apache 2.0.40 and installed this CVS.
http://snaps.php.net/win32/php4-win32-latest.zip
PHP works, but doing a phpinfo() tell me that I'm using PHP Version
4.2.1.
