Bug description:Built-in web server should have a seperate log file

Description:

All PHP version 5.4.+ built-in web servers does log errors only in STDOUT 
with no option to redirect this output to file via command line option.
Command 
line redirect would not be a option here, as because one needs to stop PHP
web 
server instance before output gets written to the file. 

There should be .ini option added - server_log or similar, to 
configure log output to file or to STDOUT.
