Htmlentities doesn't convert the characters (,),: to a named entity.
Therefore a XSS-attack works for the script attached:
?test=javascript:alert(1);
Test script:

<!DOCTYPE html>
<html>
<head>
<title>Test</title>
</head>
<body>
<?php
echo '<a href='.htmlentities($_GET["test"]).'>test</a>';
?>
</body>
</html>
Expected result:
----------------
<a href=javascript:alert(1)>test</a>
Actual result:

<a href=javascript:alert(1);>test</a>
