Verified on Linux with Oracle 8.0.5. The current HEAD does not build
oci8 extension using that client.

OCI_ATTR_STATEMENT is found in $ORACLE_HOME/rdbms/demo/oci.h in the
Oracle8i (8.1.7.4.0) client. However it is not in any header file in
the Oracle8 client (8.0.5) on my system. Thus I can no longer build
the oci8 extension.
