Description:
------------
There are two test fork for windows 

ext\fileinfo\tests\finfo_file_regex-win32.phpt
ext\fileinfo\tests\finfo_open_error-win32.phpt

which pass with NTS build and fail with TS one. 

Test script:

ext\fileinfo\tests\finfo_file_regex-win32.phpt
ext\fileinfo\tests\finfo_open_error-win32.phpt

Expected result:
----------------
tests pass

Actual result:
