PHP Bug Type: Semaphore related
Bug description: php -v or php -q or php terminated with ctrl-c leave orphan semaphores
Just running php with a simple command line option like -v or -? will cause
the creation of two semaphores that never get released.
The same occures if php is run and is killed before completion. Two
orphaned semaphores will be left.
