Bug description:Discarded qualifiers from pointer target warnings when using --enable-dtrace

Description:

Here are some patches to fix cast warnings when --enable-dtrace is
used.  The dtrace utility typically discards/discarded 'const'
qualifiers. I don't have Zend karma to apply them myself.

The patches should be applied to PHP 5.4+ and then
'php zend_vm_gen.php' run. 

(The patches are a diff from the PHP-5.5 branch)
