I have tried putting all the php*.dlls in the c:\windows\system folder
as well as in the \php\extensions folder with exactly the same result.

You never answered my question wheather you have copied all the dlls
from dlls folder of the php distro into your c:\windows\system folder?

My version of expat.dll (according to phpinfo) is 1.95.2 with a
creation date of 22 July 2002.
There is no version number available for sablot.dll, but the creation
date is 22 July 2002.
There are both what came with the standard Win32 binaries for PHP 4.2.2

We bundle expat.dll and sablot.dll so there is no need to download any
of them separately. The bundled version of Sablotron is 0.90 in PHP
4.2.2

Actually - expat changed the name to libexpat.dll.
The latest Sablotron, uses the latest expat and looks for libexpat.
What Sablotron version are you using?
If you install the complete windows package from gingerall, does this
solve your problem?

Sorry, meant expat.dll. Did you copy them to the system folder?
Apache might have different environment (path and such) so even though
the dependencies are satisfied when you run the dependancy walker, the
apache service is unable to find them.
