I suppose you mean on windows right? As for any other OSes, you can install whatever the
distribution provides, or manually compile the version you wish.

@a can you look to update to 5.1 for 5.5+? For what I see we have 5.0.

Request update to ICU 52.1 after October 9th, 2013, so that the Lao language can use the boundary
analysis available to PHP - need it for word-wrapping in Lao.
