So if setting the environment variable in the environment that spawns the PHP-CGI binary (which is what the SetEnv Apache config directive will do, as shown in the phpinfo(); page in the link provided) will not do what you advertise, it should be noted in the docs. If on the other hand my reasoning is correct and the CGI PHP parser will look at the value of the PHPRC environment variable in its environment, it looks like it doesn't work in 4.2.2. Either way it is not meant as a support request, it's either a bug in the docs or a bug in PHP-CGI, from my point of view.
