I don't think this can actually be fixed due to the layout of the file.
If it is fixed, it would most assuradely require a re-write of it.

states that the
configurations listed are changable as of version 4.2.0.
session.use_only_cookies is not changable since it apears in 4.3.0.
Please pardon me if I'm missataken.
