It can be changed, but it must be UTF-8 by default. I'll look into it.

Set php.ini:
default_charset = "UTF-8"
(this is default in php 5.6)
Test script:

<?=mb_regex_encoding()?>
Expected result:
----------------
UTF-8

Only way to change mb_regex to UTF-8 is:
mbstring.internal_encoding = "UTF-8"
but it is DEPRECATED!!!
