Description:

we should document that the additionally loaded ini files
directory(which can be set via --with-config-file-scan-dir when
compiling) can be changed by the PHP_INI_SCAN_DIR environment variable
(maybe mention the stuff like SetEnv PHP_INI_SCAN_DIR /tmp won't work,
but exporting the PHP_INI_SCAN_DIR env var from the apache startup
script will).
we should also mention that listing multiple directories is supported
since 5.5.10:
