Bug description:curl_multi_getcontent returns '' when isn't CURLOPT_RETURNTRANSFER
Description:

In #66562 curl_multi_getcontent was fixed to return an empty string when
the response was 0 bytes. I think it should only return an empty string
when the response was empty and should return NULL when the write method
is not PHP_CURL_RETURN.
