I am also having this problem I reported it a while back and it was
tagged as a srcipt engine problem. I have recently installed 4.2.3 on
Win2k IIS5 and the problem persists.
I can include files from within the running dir or under but not ../

sorry
include ("../f1/include.php");
should be
include ("../phptest/f1/include.php");

PHP version 4.2.2(CGI)
IIS 5.0
My includes do not seem to be working with UNC
When I use Absolute paths or relative Paths(../,./)
<?
if (file_exists("\\S1\Share\phptest\f1\include.php") ){
echo "Exists<BR>";
} else {
echo "Does not Exist<BR>";
}
// Find file So access is not a problem
include ("\\S1\Share\phptest\f1\include.php");
//this fails
include ("\\S1\Share\phptest\f1\include.php");
include ("../f1/include.php");
//this fails
include ("f1/include.php");
//this works
?>
