Bug description: $_POST vars lost chars when parse form

When the inputbox content is BIG5 encoding words, after submiting, the
$_POST['title'] variable will lose pre-words.
example:
input = ´ú¸Õ¤@¤U
$_POST['title'] = "¤@¤U"
