Bug description:SplPriorityQueue doesn't expose extractFlags nor curruption state

The interface of SplPriorityQueue objects does not allow fetching the
full internal state of the object,
Two methods are missing:
- getExtractFlags()
- isCorrupted() (this one misses also on SplHeap)
