Bug description:Always allows short open tags
Description:

We would like to provide cleaner websites and also distributables.
A lot of web hosting companies does not have short_open_tags enabled so
we always have to release old school source codes inside templates
<?php echo $foo; ?>
I think the short_open_tag option should be enabled in all cases and
simply NOT disabl-able
