Bug description:Why phpinfo() relies on sapi instead of directive html_errors?

I'm greatly impressed that phpinfo() does not allow configuring html or
plain text should be printed.
Developers, you allow change the behavior of
var_dump by means of
html_errors directive. But why *** you did not this with phpinfo
too? I hope you start thinking about that problem at least.
Srr for emotions, but this is inconsistency in language api.

Expected result:
----------------
HTML output in any sapi, depending on html_errors directive or
similar.
Actual result:
--------------
plain-text result.
