Bug description:escapeshellarg doesn't escape double quotes, it removes them instead
Description:

On Windows, the function escapeshellarg quotes the string in double
quotes but instead of escaping existing double quotes, it removes them
instead.
Test script:

echo escapeshellarg('"');
Expected result:
----------------
"\""
Actual result:
--------------
" "
