Got the same as Derick on the current 5.5 branch on Windows.

I don't know what you mean, and your script contains errors. This runs just fine (with 5.5.16
and 5.4.33 at least):

derick@whisky:~ $ php -r 'echo strtotime(date("Y-m-d",time())), "\n";'
1410130800
