Explain to me what else I can tell you?
You can view the php.ini settings at http://snoopy.net/phpinfo.php.
If I call session_start(), there's no cookie, no session tmp files
written, nothing, but php also produces no error.
No matter how I change the settings in php.ini, it doesn't change this
behavior.

calling session_start() produces no error, but no sess_* files are
written to /tmp and no cookie is sent to the browser.
