Like "referer" in HTTP, it was a typo made in the past that isn't too burdening to keep around. Both do correspond to the same underlying value. 2. mssql is being moved out of the core. It may reappear in PECL but in discussions about that no one so far has offered to do so and maintain it. Note that mssql on Windows has been superseded by sqlsrv while on Linux you can use ODBC.
