Everytime when I refresh the page it shows different result.
Generally
Friday 22 December 1978
and sometimes
Cuma 22 Åubat 1978
But it's okay when I set tr_TR instead of tr_TR.UTF-8
But this time result is not UTF8 formatted.
Test script:

echo setlocale(LC_ALL, 'tr_TR.UTF-8');
echo strftime("%A %d %B %Y", mktime(0, 0, 0, 12, 22, 1978));
exit(0);
Expected result:

Actual result:
