opcache_compile_file fails
OPCache module is 'up and running' when displaying phpinfo();
Test script:

echo (opcache_reset()) ? '<br/>cache reset complete<br />' : '<br

echo (opcache_compile_file(__FILE__)) ? __FILE__ . ': compiled successfully<br />' :
__FILE__ . ': compile failed<br />';
Expected result:

I expected the file was compiled
Actual result:

cache reset complete
Notice: Zend OPcache seems to be disabled, can't compile file in
C:\wamp\www\optisimpleorgdev\public\admin\osc.php on line 29
C:\wamp\www\optisimpleorgdev\public\admin\osc.php: compile failed
