Bug description:mb_strtolower fails on titlecase characters
Description:

Ancient Greek characters with hypogegrammene (ᾼ ῼ ῠetc.) are
classified as titlecase characters in Unicode, and because they are not
marked as being capital letters, are ignored by mb_strtolower.
Test script:

echo mb_strtolower("á¾¼");
Expected result:
----------------
á¾³
Actual result:
--------------
á¾¼
