Seems to be up everywhere I try from. Places like isup.me and isitdownrightnow.com agree, and I can
get to it using australia-proxy.com.
DNS timeout? Request timeout? Try from a proxy?

I am unable to access windows.php.net for the last few days. All links on php.net to http://windows.php.net fail with timeout.
