when php_flag short_open_tag on is set, every html page gets parsed by
php and not only the pages defined as parseable (.php3 and .php).

We reproduced the problem:
when php_flag short_open_tag on is set, every html page gets parsed by
php and not only the pages defined as parseable (.php3 and .php).
Redhat 7.2 with Apache 1.3.23 and PHP 4.1.2 behaves the same ...
