I'm experiencing the same issue.
I think it's the default character set of the compiler.
Because I live in Japan, my VC9 is Japanese version.
The default character encoding of my VC9 (or my computer) is shift-JIS.
It's garbled and resulting in compilation error.
I have compiled php 5.3.29 and I can confirm the issue is still present in 5.6.12.
Anyway, if you use multi-byte characters, it's necessary for a global project to use UTF-8 (or
specify "#pragma setlocale").

Btw, we can't change this encoding to UTF-8 for the fun of it, that'll break BC.

As I said, works just fine here (vc9/10/6, english, german, French and Spanish windows localized).
Check your config.

There is nothing in vc10 that is different than VC9 in this area.
What's the language set in your settings?
