Bug description:UTF-8 filename issue
Description:

If I try to create a directory with UTF-8 characters the result is not
as expected.
Expected folder name: ЯндекÑ
Actual result: ïýôõúÃÂ
Even scandir doesn't understand UTF-8 folder- and filenames in PHP 7.
How to handle such files with PHP 7?
PHP version: 7.1.0-dev (Windows)
Test script:

mkdir(__DIR__ . '/ЯндекÑ');
print_r(scandir(__DIR__));
Expected result:

[1] => ..
[2] => ЯндекÑ
