I ran ldd on php.exe from both packages and found that. When I ran the x86 package on 32-bit Windows, it comes up with a "php.exe is not a valid Win32 application". When I ran the x64 package on 32-bit windows, it says "php.exe is valid, but is for a machine time other than the current machine".
