Thanks for reporting. It is fixed now, the reason was the missing template stuff in the deps. Please
check here http://windows.php.net/downloads/snaps/php-7.0/r4e01269/
or any later snapshot.

The file and directory extras/ssl/openssl.cnf is missing in PHP7. It is present in all current
builds of PHP 5.6.X from http://windows.php.net/
