To keep long things short:
This is just a reopening of #55003: PDO prepare() ignores
MYSQL_ATTR_USE_BUFFERED_QUERY
The very same behaviour described in #55003 can still be observed.
Setting the attribute on PDO instance level however works as expected,
but obviously leaks the convenience of native support of setting it on
query level.
