The bundled libtool should simply be removed from php, and libtool listed as a dependency. Any
system that can compile php will be able to fetch a late-model libtool.

This has been a bug for years:

configure says:

creating libtool
appending configuration tag "yes" to libtool
configure: error: Unsupported tag name: yes

It means that nobody (on FreeBSD, at least) can just download the source code and compile it.

We should investigate whether updating our bundled libtool.m4 causes problems, and if it
doesn't, we should do it to avoid hacks like the fix for bug #70370 and bug #67091, since the
FreeBSD 10 issues are fixed upstream.
