Is not that ... must try to prove it into win7 x64 context... I can not contribute anything x which
is way too simple and clear what I present here.

When I load my php.exe (7.1) on my cmd:

php.exe -S 0.0.0.0:8201 -t D:/PROG/APPS -c D:/PROG/php7/php_cgi.ini

... the shutdown of the php.exe this delayed or slowly the unload!

only is reproducible in a test.
