The first issue, however, appears to be real problem. Anyhow, SQLite 3.14.2 has already been released, so PHP 7.1+ will have to be updated anyway. PHP 5.6 is still on SQLite 3.8.10.2, and as such is not affected by the first issue. It's not yet clear to me what to do with PHP 7.0, which is still on SQLite 3.13.0.
