Thanks for the report. The issue is conditioned by the HW failure on the PEAR host, a ticket for bug
#70996 about it does already exist and the work is in progress, so marking this one as duplicate.
You can disable PEAR for now, or indeed switch to http or better --no-check-certificate as a
temporary solution. The PEAR website has a temporary location by Christian Weiske.

I used nano to edit the Makefile and changed the script from https to http and it ran properly.

Latest master branch php-src cloned from github 07/12/15 10:27AM GMT.
./configure and make commands run without issue.
make test runs fully submits errors found to php qa.
make install throws error written below. Did not have a problem before pear website went down.
Server is running latest ubuntu server updated from Trusty to Vivid Verity then to Willy Werewolf
using do-release-upgrade command.
System is running 8 cores @ 2.3 Ghz and 12GB ram.
Expected result:
