So this was an accident in typing that produced an informative but unexpected result.
Test script:

$db = new
PDO("mysql:host=localhost;dbname=classicmodels;port=3306;charset=utf8",$user, $password);
$db->setAttribute(PDO::ATTR_PERSISTENT, TRUE);
$db->setAttribute(PDO::MYSQL_ATTR_USE_BUFFERED_QUERY, TRUE);
$db->setAttribute(PDO::ATTR_ERRMODE, PDO::ERRMODE_EXCEPTION);
$db->setAttribute(PDO::ATTR_DEFAULT_FETCH_MODE, PDO::FETCH_ASSOC);
$db->setAttribute(PDO::ATTR_EMULATE_PREPARES, FALSE);
$db->setAttribute(PDO :: ATTR_CASE, PDO :: CASE_NATURAL);
}
