Although mb_encode/decode_numericentity() can be used for multibyte version of chr()/ord(), it would
be better to have mb_chr() and mb_ord().
$char_code = mb_chr($mb_char [, $encoding = mbstring.internal_encoding] )
$mb_char = mb_ord($char_code [, $encoding = mbstring.internal_encoding] )
