Thank you for this bug report. To properly diagnose the problem, we
need a short but complete example script to be able to reproduce
this bug ourselves.
A proper reproducing script starts with <?php and ends with ?>,
is max. 10-20 lines long and does not require any external
resources such as databases, etc. If the script requires a
database to demonstrate the issue, please make sure it creates
all necessary tables, stored procedures etc.
Please avoid embedding huge scripts into the report.

Sorry I can't provide full test application cause it based on Yii 1.17/sqlite
But the php-cli error arises in next situation:
I have a simple yii1 migration script, that takes CSV-file and insert it in sqlite database via
simpe model many times like this.
On the random loop with PHP 7.1.3 I always have SEGFAULT.
php.ini has no special limits and almost default. (memory_limit=-1)
With php 7.0 and php 5.6 everything is OK.
