Hello,
I am running 7.1 (tested with x86 and x86_64) on IIS 8 - Windows Server 2012 R2.
I am seeing the same issue using PHPMailer in Joomla.
Though it's not shown below, there is always a BCC added (to webdev team) on mail sent from our
site.
When I look at the mail headers after receiving it in my mailbox I see the following (personal
details changed):

Thank you for this bug report. To properly diagnose the problem, we
need a short but complete example script to be able to reproduce
this bug ourselves.
A proper reproducing script starts with <?php and ends with ?>,
is max. 10-20 lines long and does not require any external
resources such as databases, etc. If the script requires a
database to demonstrate the issue, please make sure it creates
all necessary tables, stored procedures etc.
Please avoid embedding huge scripts into the report.
Also, what MTA are you using?

Sending mail under Windows can sometimes modify the headers wrongly. Different headers are mixed up.
eg.:
'Bcc: report.web@myrosoft.com'.$nl.
'Reply-to: noreply@myrosoft.com'.$nl.
maybe transformed to
BReply-to: noreply@myrosoft.com
I have noticed different behaviour, depending on the script.
