First Sorry for the bug title.
The VC++ and OS are English edition. But the "Regional and Language Options" are as
follows:
[Standards and formats]: Chinese (PRC)
[Location]: China
[Language for non-Unicode programs]: Chinese (PRC)

I can't test what's wrong but I don't see either why this language setting could
affect anything. I have to setup a VM with Chinese to reproduce this problem (works just fine with
Russian, German, French or Spanish).
