The bundled libmbfl library for mbstring extension is not in sync with
the upstream library located at https://github.com/moriyoshi/libmbfl. In
the master PHP branch the bundled libmbfl library is now developed as a
fork in the php-src directly instead:
https://github.com/php/php-src/pull/2823
Therefore the configure option --with-libmbfl is not recommended to use
anymore in PHP >= 7.3.
So, best to remove the --with-libmbfl configure option.
