#19757 [NEW]: odd mkdir vrs chmod fileperms

From: fandelem@hotmail.com Operating system: linux 2.4.9-7 PHP version: 4.2.0 PHP Bug Type: Directory function related Bug description: odd mkdir vrs chmod fileperms This is reproducable, though very odd.
