I was setting up the PHP4 CGI module when I ran into this problem:
When submitting POST data to a PHP script, it won't arrive in the
script ($_POST, $HTTP_POST_VARS will remain empty, as will
php://stdin), but GET data works fine.
My Apache is configured like this:
Action application/x-httpd-php /cgi-bin/php4
