Simply saying it's slow doesn't help us identify the problem, let alone fix it.
If you can reproduce it on the command line then it shouldn't be hard to trace the process to
see where the time is being spent.

very unlikely a php problem
look at your system load and check if the machine runs out of random (google for haveged)

Both CLI and web requests are extremely slow. The smallest isolated example I can think of is below.
The slow time varies apparently by random.
