Bug description:Issues with LDAP PHP 7.0+ on macOS 11.14 (Mojave)

Description:
------------
LDAP does not work with PHP compiled for Mojave. My setup includes PHP
and httpd installed and configured via homebrew and was working as per
usual without an issue until I updated to Mojave and updated PHP from
7.2.9 -> 7.2.10. The upgrade pulled down a new set of compiled PHP
components and in doing broke LDAP. The following error is received
(apache error logs) alongside a ERR_EMPTY_RESPONSE in the browser when
running the test script below:

    Assertion failed: (LDAP_VALID( ld )), function ldap_unbind_ext, file
unbind.c, line 46.

child pid 35420 exit signal Abort trap (6)

The issue continued when updating to PHP 7.2.11 and I verified that
reverting to older versions including 7.0 no longer worked, even though
I have confirmed it working on my system before.

As per the brew formula, PHP is compiled with
--with-ldap=/usr/local/opt/openldap (openldap also provided via brew).
Considering there is a failed assertion as well it is safe to assume
that openldap is successfully linked into PHP on compilation.

For further information, see the following discussion on GitHub:
https://github.com/Homebrew/homebrew-core/issues/32916

Test script:
---------------
<?php
var_dump(ldap_unbind_ext());

Actual result:
--------------
Assertion failed: (LDAP_VALID( ld )), function ldap_unbind_ext, file
unbind.c, line 46.
