I maintain my own docker image and recently update for 7.2.9 to 11 then
it fails to connect a MySQL8 server.
Found difference of loaded plugins of MySQLnd, see below,
"auth_plugin_caching_sha2_password" is missing.
Test script:

--with-iconv-dir=/usr/local --with-freetype-dir --with-jpeg-dir

--enable-soap --with-bz2 --with-gmp --with-gettext --with-readline
